HATE-LESS: Who Moderates the Moderators?

Who Moderates the Moderators? Insights from the FRA Report and the HATE-LESS Community

Every second, algorithms and human moderators make thousands of decisions about what stays online,  and what doesn’t. But who ensures these decisions are fair, transparent, and free of bias?

According to a recent report by the EU Agency for Fundamental Rights (FRA), content moderation practices across Europe remain inconsistent and often opaque. Many users are unaware of how decisions are made or how to challenge them. This lack of transparency not only risks reinforcing existing social biases but can also silence minority voices.

At HATE-LESS, we explore how education, empathy, and digital literacy can complement moderation systems. Instead of relying solely on algorithms, we believe that informed citizens (equipped with critical thinking skills) can play a vital role in shaping more inclusive online spaces.

To open this discussion, we recently asked our online community:

🗣️ Should hate speech be monitored? If so, how?

  • No – Freedom of speech has priority
  • Yes – Platforms should detect and remove hate speech
  • Yes – But with human oversight and user education

  • Maybe – It depends on context

As the FRA reminds us, ensuring fairness in online moderation is a shared responsibility. Not just of platforms and policymakers, but of every user who engages, challenges, and questions the digital world they inhabit. Together, we can help transform online spaces from arenas of conflict into environments of dialogue and learning.
